Company: Ministry of Social Development

  • Career development opportunities
  • A chance to help shape how we manage risk
  • Work that keeps MSD’s technology environment strong and resilient

Bring structure, insight, and a steady hand to our technology risk landscape.

About our team | Mō te tīma:

Every week, around 1.4 million New Zealanders count on MSD for income support and services to connect with work, housing and better lives for their families.

Information Systems & Technology (IST) provides the technologies, innovation and expertise that enable MSD staff and partners to deliver these essential services, today and into the future.

We’re driving a once in a lifetime transformation of services for New Zealanders. IST is a key enabler of this change bringing together strategic thinkers, technology specialists and delivery leaders to design solutions and deliver change while keeping vital services running reliably every day.

About the role | Mō te tūnga:

This is a senior role at the heart of how MSD manages technology risk — turning complexity into clarity and helping leaders make confident, informed decisions.

You’ll be the one connecting the dots across systems, people, and processes — identifying risks early, shaping mitigation strategies, and guiding technology decisions that protect services and strengthen resilience.

It’s practical, forward-looking work that makes a tangible difference to how MSD delivers for New Zealanders.

Key responsibilities include:

  • Lead structured, enterprise-wide technology risk assessments and reporting.
  • Develop, maintain, and evolve clear frameworks for technology risk, controls, and assurance.
  • Turn complex risk information into actionable insight and advice for IST leadership and governance forums.
  • Work collaboratively across security, operations, and strategy teams to maintain a unified view of technology risk.
  • Influence decision-making by embedding strong, proactive risk practices across delivery and operational teams.
  • Identify trends and systemic issues, helping leadership prioritise actions that improve resilience and service continuity.

What you bring | Ōu pūmanawatanga:

We’re looking for someone who:

  • Has significant experience (ideally 7+ years) in technology, including 5+ years in risk management, assurance, or security.
  • Can move confidently between technical detail and strategic context — shaping how risk information informs decisions.
  • Demonstrates deep understanding of risk assessment frameworks, control design, and mitigation strategies.
  • Builds strong, trusted relationships across diverse audiences — from engineers to executives.
  • Translates “risk language” into clear, meaningful advice that supports action rather than avoidance.
  • Understands that effective risk management is about enabling smart choices, not saying no.
  • Experience within the public sector or other complex, regulated environments is valuable but not essential.
