About the role | Mō te tūnga:
As a Lead Technical Business Analyst, you will operate at the intersection of enterprise delivery and practice implementation.
This is not a role limited to leading a single project or discrete workstream. You will provide hands-on business analysis leadership across complex, multi-stream programmes and cross-portfolio initiatives, shaping problem definition, requirements strategy and solution direction at an enterprise level.
You will work across one of MSD’s critical technical platforms (client management platform or corporate platform), ensuring alignment between strategic intent, delivery outcomes and technical implementation.
In addition to delivery leadership, you will play a key role in strengthening the Analysis & Design Practice by coaching and mentoring Business Analysts in a structured way and embedding consistent frameworks, standards and templates across teams.
This is a senior practitioner role focused on influence and capability uplift; it does not include formal line management responsibilities.
Key responsibilities include:
- Lead end-to-end analysis across large, complex programmes involving multiple delivery teams and senior stakeholders
- Shape enterprise-level problem definition, requirements strategy and solution options
- Provide strategic analysis advice to practice and platform Leads and senior stakeholders
- Translate ambiguity into structured approaches, roadmaps and actionable requirements
- Ensure consistent application of BA frameworks, artefacts and governance standards across delivery teams
- Coach and mentor Business Analysts through structured development approaches (not ad hoc support)
- Contribute to Practice uplift by refining templates, methods, training material and capability frameworks
- Represent Analysis & Design in cross-portfolio forums

What you bring | Ōu pūmanawatanga:
We are seeking an experienced Lead Technical Business Analyst who combines enterprise delivery credibility with structured practice implementation.
You will bring:
- Significant hands-on experience leading business analysis across complex, multi-stream programmes or enterprise initiatives (not solely single-project delivery)
- Demonstrated experience shaping requirements strategy and problem definition at programme or platform level
- Proven ability to influence and advise senior leaders, including Programme Directors and enterprise stakeholders
- Strong recent delivery experience - remaining actively engaged in analysis practice rather than operating solely as a people leader
- Experience coaching and developing Business Analysts using structured frameworks, standards and capability approaches
- Experience embedding or applying BA methodologies, templates and governance models consistently across teams
- Advanced stakeholder engagement skills, including navigating ambiguity, conflict and competing priorities
- Experience operating within complex technical environments and aligning business outcomes to platform constraints
- Strong understanding of enterprise risk, dependency management and change governance
Highly regarded:
- Experience contributing to Practice uplift initiatives (e.g., capability frameworks, training design, maturity models)
- Experience working within large-scale public sector or enterprise environments
