About the role | Mō te tūnga:

  • Permanent and 12 Month Fixed-term or Secondment
  • Service Improvement and Delivery – Service Delivery
  • Based at National Office, Wellington

You’ll join the Service Improvement and Delivery business unit – the delivery engine for Service Delivery.

The team is accountable for service improvement and the implementation of change across MSD’s operational environment.

The unit brings together operational and support functions with planning, sequencing, and execution of business change, including policy implementation and system enhancements. You’ll be part of a delivery team working on initiatives across income, employment, or housing services.

As a Business Analyst, you’ll focus on understanding business needs, improving operational processes, and ensuring solutions meet the needs of frontline staff and the clients we serve.

You’ll work closely with business stakeholders to shape ambiguous problems, define clear outcomes, and translate these into structured, actionable analysis that supports decision-making and delivery.

While you will collaborate with technology teams, this is not a technical or system design role. We are looking for Business Analysts who are confident operating in the business, leading analysis, and bringing clarity to complex environments.

In this role you will:

•    Lead workshops with stakeholders to explore opportunities, challenge assumptions, and build a shared understanding of priorities
•    Take ownership of shaping unclear or complex problems into well-defined analysis and scope
•    Analyse current-state processes, identify gaps, and recommend improvements
•    Translate business needs into clear, fit-for-purpose outputs (such as business requirements, process models, or user stories)
•    Ensure analysis and requirements are aligned to business outcomes and operational needs
•    Identify risks, impacts, and dependencies across processes, people, policy, and systems
•    Build and maintain strong relationships with stakeholders at all levels of the organisation

•    Experience working alongside technology teams to ensure business needs are clearly understood
•    Familiarity with tools such as Jira, Confluence, Visio, or similar, and an understanding of Agile delivery approaches

This role does not require coding or deep technical development experience. Our focus is on strong Business Analysis capability within a business and service delivery context.

What we offer:

•    The opportunity to work in a dynamic environment where your work contributes to meaningful outcomes for New Zealanders
