Business Analyst, Income Group, Wellington

Income Group, Service Delivery
The Income Group has three key focus areas:
• Simplifying and improving the income support system to ensure it is fair, consistent, accurate, and timely; includes new initiatives and enhancements to existing services for staff and clients.
• Developing digital channel and service strategies, including strategic planning of channel journeys, roadmaps, and future activity.
• Managing technology-related issues and incidents; acting as the interface with MSD IT and Insights groups; leading practice in Business Process Management, Business Analysis, and Service Design.
Business Analyst

We are looking for an experienced Business Analyst to join our Business Enterprise Support Team within the Income Group, Service Delivery.
As a Business Analyst in this role, you will:
• Support the smooth running of multiple business applications that enable essential services.
• Analyse business needs, troubleshoot issues, manage system access, and contribute to IT change and release processes.
• Play a role in implementing system changes that support MSD emergency response management and maintaining enterprise correspondence systems.
• Work closely with stakeholders across our IT, operational, and portfolio teams.
Every day will bring variety, from triaging urgent system issues, to supporting planned system changes, to ensuring our applications remain secure and fit for purpose.
Your tasks will include:
• Business Systems Support and Operations – Analyse production issues, triage and escalate priority system defects, and implement minor operational improvements, including configuration changes in the User Interface of business applications to meet operational demands.
• Systems Access Management – Assess, validate, and process non-default system access requests; support maintenance of default system roles; and undertake system access review and access remediation across the business systems.
• Business Analysis Support – Provide business analysis support to technology-initiated projects/work streams that could impact the service delivery branch. Work with operational teams to undertake business analysis that contributes to the end-to-end delivery of minor IT enhancements on business systems.
• IT Release and Change Management – Undertake business impact assessment of an IT change, facilitate communication of outages/changes to impacted stakeholders and participate in Change release activities.
• Emergency and Business Continuity Management – Understand business requirements before activation of Civil Defence and Rural Assistance payments and undertake configuration changes on business systems.
• Enterprise Business Correspondence Management – Assist in updating and maintaining business correspondence templates and support system analysis and data mapping for automatically created business correspondence templates during the Integrated Work Programme.
• Business Ownership and Representatives – Support Manager Business Enterprise Analysis by performing analyses that support operational decision-making on business applications and act as Service Delivery business representatives.
• Stakeholder Engagement and Collaboration – Liaise with business and IT stakeholders to ensure requirements of IT-initiated projects and work programme are well understood and undertake business impact assessment of technology changes on Service Delivery business processes, workforce and business rules.
What you will bring:
To succeed in this role, you’ll need the following knowledge, skills, and abilities:
• Demonstrated experience in Business Analysis, Operations Analysis, or IT Business Support roles.
• Strong analytical and problem-solving skills with the ability to work across both technical and business domains.
• Familiarity with system access, Incident Management, IT release processes, and rapid business application improvements is desirable.
• Knowledge of products and services within MSD, from processes, best practices, operational policy, and system behaviour, is desirable.
• Strong work ethic, ensuring we meet our service response times consistently.
• Ability to thrive in a fast-paced environment, balancing urgent issues with longer-term improvements.
• Work collaboratively across teams. You will use your expertise and extensive knowledge to support the National Office portfolio and IST teams in delivering their work programmes and triaging Business-as-usual (BAU) issues.
• Relevant tertiary qualification in Business, IT, Operations Management or related field.
