- Based in Bay of Plenty. Your home location will be at one of our Work and Income service centres across the region.
- Travel across the Bay of Plenty will be required, including regular attendance at the Regional Office in Rotorua.
- Salary range from $90,743.00 to $109,980.00 subject to skills and experience.

About the role | Mō te tūnga
As a Regional Labour Market Advisor, you will work at the intersection of labour market intelligence, employer engagement, and service delivery. You’ll help MSD understand workforce trends and respond proactively to changing economic conditions, industry needs, and employment opportunities across the Bay of Plenty.
This is a regionally focussed role supporting service delivery across Bay of Plenty. Regular travel throughout the region is required as you work closely with employers, industry groups, iwi, training providers, community organisations, local government, and other government agencies.
You’ll support the Regional Labour Market Manager by identifying trends, interpreting insights, and developing tactical responses to the region’s evolving labour market challenges. At the same time, you’ll build strong partnerships with businesses, industry leaders, iwi, community groups, service providers, and government agencies. Your work will be grounded in robust labour market intelligence, enabling you to co-design tailored, practical solutions that lead to sustainable employment outcomes and long-term career pathways for MSD candidates.
The role requires the ability to work confidently with both internal and external partners, while navigating and applying legislative and policy frameworks effectively, ensuring all initiatives are compliant and impactful. You’ll be part of a collaborative, high-functioning team that values innovation, strategic thinking, and shared success. Experience navigating the public sector is a bonus, but not essential – we’re looking for someone who brings curiosity, influence, and a drive to make a difference.
Key Responsibilities | Ngā kawenga matua
- Analyse labour market data, regional economic trends, workforce challenges, and employment opportunities to inform MSD's regional strategies and responses.
- Develop and maintain strong relationships with employers, industry bodies, iwi, training providers, community organisations, local government, and government agencies.
- Represent MSD at industry forums, stakeholder meetings, and regional workforce discussions.
- Identify workforce shortages, redundancy risks, skills gaps, and emerging employment opportunities across the region.
- Prepare high-quality reports, briefings, presentations, and recommendations for a range of stakeholders.
- Support the design, implementation, and evaluation of workforce development and employment initiatives.
- Support the implementation, monitoring, and continuous improvement of MSD's Skills for Industry contracts, working closely with contracted providers, employers, industry partners, and internal stakeholders to ensure training and employment outcomes align with regional labour market needs.
- Collaborate with Work Brokers, service delivery teams, and regional leadership to connect labour market intelligence with practical employment solutions.
What you bring | Ōu pūmanawatanga
- Relevant tertiary qualification or equivalent experience in a related field.
- Sound knowledge of labour market issues, workforce development, recruitment, training, and employment trends.
- Strong research, analytical, and report writing skills.
- Proven ability to source, analyse, interpret, and present data in a way that informs decisions and drives action.
- Experience translating complex information into practical insights and recommendations for diverse audiences.
- Strong proficiency in Microsoft Office applications, particularly Excel.
- Excellent written, verbal, and presentation skills.
- Experience building and maintaining effective relationships across business, government, iwi, education, and community sectors.
- Strong planning and organisational skills with the ability to manage competing priorities and deadlines.
- Demonstrated problem-solving, innovation, and strategic thinking capability.
- Strong understanding of the Bay of Plenty labour market, including current and emerging workforce challenges, regional economic drivers, skills shortages, and employment opportunities.
- A full New Zealand Driver Licence.
